Legal Question in Family Law in Pennsylvania

My husband has a daughter with another woman. We live in Florida, while this woman and his daughter live in Pennsylvania. My husband and this woman have no formal custodial agreement but he does pay child support and can take her to visit. But he hasn't heard from the other woman or his daughter since August. What legal actions can my husband take? Does this count as custodial interference?
