Legal Question in Family Law in Pennsylvania

My husband and I have joint legal and physical custody of our daughter. We never had a problem with this agreement but the last few weeks things have changed. He rejects my phone calls when our daughter is with me, he left the state when he had custody of her and left her with a friend without informing me. He didn't send her prescribed inhalors back to my house and when I asked he claimed he didn't have them. I asked him to look and call me the next day, which he never did so I had to get new prescriptions. He had a house fire in 2007 and has been working on the house since and it's still not liveable but is suddenly trying to get it done so his girlfriend can move in. His girlfriend has a history of anorexia, depression, and cutting herself. I feel like his house is no longer a healthy enviroment for our daughter. Can I get the custody agreement amended?

You can file for a modification of custody. To prevail you would have to show that the circumstances have changed to the point that the existing order should be modified.
