my ex husband seems to think if he has the kids about 50/50 he no longer needs to pay any child support

It doesn't matter what he thinks. If there is a support order in place he has to follow the order. If he believes that the amount of support needs to be changed then he needs to file with DRO to modify the order. If there is no support order in place you may file with DRO for child support.

The next question is what does the custody order say in terms of who has primary custody. The percentage of custody is determined by the number of nights spent in each parent's home.
