Legal Question in Family Law in Pennsylvania

my husband has partial physical custody of my daughter and i have primary he isnt very good with her he never has her properly dressed and shes always getting sick from is when he does take her he never spends time with her she goes to his house and spends time with his mom while he goes out with his girlfriend he has come to my home on numerous occasions under the influence of drugs so i refused to let him take her please help im concerned with this matter and i want my little girl safe and with him have partial custody im not sure she is what can i do thank you kayla
