Legal Question in Family Law in Pennsylvania

My husband was in a state prison for 10 years and during those years he was still having to pay child support. Is that legal since he was not employed and only made 17 cents an hour working for the prison. Also the county that it was filled threw was not the county that either party lived in.

He would be entitled to a credit on the arrears for the time her was in prison, as long as he was not there for not paing support. He should file a petition to credit the arrears and provide supporting documents that he was in prison for that period of time.
