Legal Question in Family Law in Pennsylvania

My husbands ex (girlfriend) took their son out of state nearly 3 years ago, without his permission. There is NO custody order in effect. WE had verbal arrangments to see him. Without warning she stopped contact. We can not reach her via cell phone, email etc. It has been nearly 2 years since we last saw his son. My husband still pays child support every month and has absolutely NO communication with his son.

What steps can we take to resolve this?

Well the action should have been taken within a couple of months of her moving.

That your husband had a verbal agreement means nothing. If he wants custody he is going to have to file in the county she lives in now.
