Informal hearing

In the case of custody determiation involving the removal of a child from the natural parent by Children and Youth Services, Penna law states that an informal hearing must take place within 72 hours of the removal of the minor child. What recourse does the parent have in the case where the hearing does not take place within the 72 hours?
