Legal Question in Family Law in Pennsylvania

my ex and i have two kids. The custody agreement says he gets them 3 of the 4 weekends a month. Two years ago he decided to only take them every other weekend. I went to file to get a new custody change and its at the end of april. Some concerns of the well being of my kids came to my attention( no beds at their dads, no tooth brushes, 5 out of 6 adults at their dads smoke and both my kids have health condtions, am i allowed to keep them at my place till the new custody date? I called ocy but nothing has been done yet.please help and tell me what i should do.
