Legal Question in Family Law in Pennsylvania

Are there any laws in the city of Philadelphia pertaining to how many people may reside under one roof? My ex has overnight visitation for my 2 children, however he lives with a woman her 2 kids and a grandchild. The apartment has 2 bedrooms and 1 bath

Yes, see the Philadelphia Code has restrictions on how many occupants can reside in a residential property. If the property is leased, most standard leases have occupant limits as well which cannot override the Code.

However, Philadelphia's Department of Welfare has a division that investigates complaints of child abuse and may not necessarily require a one to one child to bedroom ratio. They look at a number of considers such as whether the children have their own beds (which could be in the living room), the appropriateness of the sleeping accommodations (do they sleep with adults or age or gender inappropriate children) etc.
