You asked about a sibling babysitting for other siblings.
The general rule is that a child of thirteen years or older can supervise a younger child for moderate amounts of time. It is not recognized that children of any age can babysit for other children for any extended length of time. What is a moderate length of time and what is extended is not determinable, usually until after the fact.
No matter what the age of the younger and older children the person leaving the babysitter in charge is responsible for making a correct determination as to the competency and responsibility of the babysitter.
