Do I have legal grounds to fight child support tax intercept when i have been paying and have never been behind with the court ordered payment arrangement which includes a monthly allotment for the arrears

One of the reason you pay say $20 a month on arrears is that they can take any income tax refund and apply it to the arrears. So they know that the arrears will be paid off in a reasonable time frame.
