i live with my father and im 16, and we live his older son and wife who have 4 kids, its two bedroom house and most of the time theres hardly any food, how do i change this? is this child abuse?

In Pennsylvania child neglect (failing to provide the essentials of life) falls under the category of abuse.

However the law also states that no child will be considered abused if there are only environmental factors outside of the control of the parent (such as inadequate housing, furnishings, income, clothing, and medical care).
