Legal Question in Family Law in Pennsylvania

I live in PA and I was wondering if it is possible to have my daughter's father "terminate his parental rights" but still have him pay child support. he has not seen or talked to us since she was born (9months ago). thank you

No. Terminating his parental rights would terminate his duty of child support. Further unless the child is to be adopted his parental rights can NOT be terminated.
