Legal Question in Family Law in Pennsylvania

I live in the state of pennsylvania where i filed for child support against my ex, who lives in Michigan. I would like him to give up parental rights so my soon to be husband can adopt my son and cant seem to figure out how to go about it. My sons father has not paid child support in at least two years and has never attempted to meet him either.

You can file a Petition for Involuntary Termination of Parental Rights in your county. The statutes/rules are very specific about what information must be listed in such a Petition, and (if my memory serves me correctly) there must have been no attempt by the estranged parent to contact the child for at least six months. You may be able to file a Petition for Adoption at the same time, but check with your local Orphan's Court.
