Can I go to the magistrate and have a form signed to give my mother legal guardianship of my daughter so that she can switch to another school district

No, because the local magistrate has no subject matter jurisdiction. That said there are ways to do what you ask you just don't go to the magistrate.

A lawyer should be able to draft a guardianship to do what you want. Given that there may be unintended effects of such a document you be well advised to have a lawyer draft such a document.
