Is there a state in the U.S. where I can legally marry my niece?

Not in Pennsylvania. Probably not any state I am aware of.

I would imagine that in every other state just as in Pennsylvania it is a felony to have sex with your niece.

If you are so fixated on your niece you nee psychological help.
