Modification of custody and support

My ex and share custody and he wants me to sign off my rights i am willing as i have not seen the kids in over three yrs but i live in another state and have some conditions to agreeing to this

my question is can a lawyer from my state handle the papers for modifcations of support and custody since the original orders are from another state

If the attorney is also licensed in Pa. It would be better to have a Pa practicing attorney in the county at issue.
