Can the mother take the child across state line of not agreed to by the father?

If there is no custody order, she may. Even if there is a custody order, as long as she doesn't plan on relocating there, that would be fine as well, so long as it doesn't cause the father to miss a court ordered visit.

If you don't have a custody order, I would suggest that you get one. When there is no custody order, each parent has equal and undivided rights to the child, which means that she could stop you from seeing the child altogether and there would be little you could do until you filed in court.
