mother taking minor child to live out of state

Hi, I'm taking my daughter to live with me in the Seattle are and her father lives in Philadelphia. We've been together for 10 years and now I decided to move on. He agreed to this decision and told me he'll write a notorized letter allowing our daughter to live with me out of state. We never went to court for custody because we never had to do it but now I don't if he is really going to write this letter for me. We are set to leave in a month and I not too sure I'll have that letter. In summary, am I allowed to take my daughter to live with me without this letter?

You should not remove your daughter from the State without either a Court Order or the permission of your daughter's father. You could attempt to have a lawyer draft a stipulation and send it to your daughter's father to have him sign it so that it can be submitted to the Judge. If your daughter's father does not sign the stipulation, then you will have to file a Petition seeking leave from the Court to relocate with your daughter.
