Legal Question in Family Law in Pennsylvania

I am a mother of twin girls. The father has had very little contact with my children since he moved out. he barely makes his child support payments and when he does pay its nothing close to what is court ordered.. I want to know if I have to file for full custody so he no longer needs to be bother with them or us....Or can I just have him sign his rights away?

You can always file for full custody, howerver, the court is not going to terminate his parental rights, unless there is a step parent who wants to adopt them.
