If both "natural" parents are deceased, would custody of the child be awarded to step-parent they have been living with or to grandparents?

It would depend. Generally grandparents would be the ones to get custody. It could depend on the past involement of the grandparents with the child. As to the step parent, if the child has been living with that person for some time, he or she can argue that they having standing to seek custody, as they are in loco parentis to the child. Neither parent had a Will with provisions as to guardianship of the child?
