Legal Question in Family Law in Pennsylvania

We obtained legal guardianship of a 10mth old (we have had him for 2 mths) from a third party who had legal guardianship of the child issued from the biological mother and CYS. She didn't want the kid any longer and signed him over to us and we have been raising him for 2 mths. The biological father was just determined in 3/09 and neither parent has attempted to make contact and see the child for the time we have had him (they have contact with the orginial guardian), nor during the time the orginial guardian had the child. How do we go about involuntarily terminating their parental rights so we may adopt him?

You should start with CYS to see if they are planning to terminate the parental rights of the biological parents. If they are let them do it. Its cheaper and they do they a lot unfortunately. If the plan is to terminate parental rights and CYS is doing so. You would contact CYS to see about adopting the child.
