Online Home Schooling and Child Support

My husbands daughter just turned 18 on December of 2007. Her mother let her drop out of high school to attend on line homeschooling. She was suppose to graduate this year. How long can she drag the home schooling out for? I think this is unfair being that PA requires a child to still be in high school and instead at home on the computer for less than half the day doing her online program. The law says full time student.
