How do I open a case seeking full custody for my 2 children in which the father of them has 2 convicted rapists living in his home? Do I even have grounds to do this?

You will need to retain a lawyer to petition the court and ask for full custody and ask that the father doesn't bring the children around the sex-offenders. You do have grounds to file for custody. You may petition the court at any point to obtain or modify a custody order.
