Legal Question in Family Law in Pennsylvania

if in Pa a man has a pfa on him and the woman who put it on him continues to chase him around how come she doesntt go to jail for breaking her own pfa but he gets locked up instead the court records also shows that she admitted to following him

I would suggest telling the guy to get a PFA against her. That way if she comes near him again he can call the police and she can get arrested instead of him.
