Legal Question in Family Law in Pennsylvania

Pa.law- My sister has a 14 year old son, she lived with a guy(her boyfriend) for 4 years, they split up and somehow he got shared custody of her son without child support. He is broke now and has moved in with our mother and father because he has nowhere to live. My sister and I do not live with our mother. Can my sister refile to get full custody since her ex has nowhere to call home? Second part /she just found her son's biological father and is suing him for child support, will that affect the ex-boyfriend's custody of her son? Sorry for the brain teaser, but this is for real.

It would seem that a substantial change of circumstances has occurred which can affect the child adversely. She can try for a modification of custody....
