Legal Question in Family Law in Pennsylvania

my parents have a neighbor that continually calls the boro and complains what they do on their own property. First it was because they were parking in there grass so my parents had to pay to put a parking lot in. The neighbor complained my parents were drawing bobcats into their yard. And she complained that they were replacing a set of steps that rotted and colapsed. My parents asked the mayor if they need a building permit and was told no as long as they were not changing the foot print or adding to the original design. The neighbor called every day till the boro now decided to make them get a building permit but the office in charge of permits is never open. Is there a harrassment violation that can be brought against this neighbor for causing my parents such grief. My father is a WW1 veteran with a pacemaker and this stress is causing health issues that are unesessary
