Legal Question in Family Law in Pennsylvania

Paternity

I am my brothers POA. His children were taken from very young by wife. The oldest is 39 but there's reason to believe she is not his child. She refused to take a paternity test when I asked. Can I legally require it since there is a lot of money involved if he should die and their hands are already out. She is causing conflict in the process of my care of him at the nursing home which I could put a stop to if she weren't my brothers child for sure. He is on the birth certificate as father.
