Pennsylvania vs North Carolina law

I met my ex-boyfriend in 2000, thought he was a great guy and had my daughter with him. After she was born, he forbid me to see my family and my older daughter and told me that if I had anything to do with them, he would take my baby away from me and I was very afraid of him. When I decided to go home and visit my family, he would not let me see my baby - we went to court and there is a custody agreement in Pennyslvania. When I tried to see my baby, he threatened me and made me so afraid that I stopped visiting her. He has since taken her and moved to North Carolina. She is here in Pennsylvania for a visit. He has not enrolled her in school in NC, his wife has left him and he has no day care for her and cannot financially or physically care for her. Now that she is here with me, can I see an attorney, not send her back and have a new custody hearing?

Yes, seeing an attorney is an excellent idea. The sooner the better. You can still have the Pennsylvania custody order enforced.
