Pennsylvania Promissory Note

Is it legal to type up a promissory note on my own, have the other party sign it, NOT get it notarized--but still be legal/binding?

Yes. A promissory note is basically a contract.

All having a document notarized does is attest to the fact that the person signing the document is who they say they are. A Notary unless he happens also to be attorney can not comment or give any legal advice about the document being signed. It doesn't have any effect on whether the terms of the document can be enforced other than if the person who signed it disputes its their signature.
