Postsecondary educational costs and support in PA

I have been researching postsecondary education costs and I'm a little confused. All responses to the college question are the same; support stops at 18 or graduation and parent(s) are not responsible for postsecondary education. What happened to Domestic Relations Title 23, Chapter 43, SS 4327 Postsecondary educational costs?
