Legal Question in Family Law in Pennsylvania
I am currently pregnant and the biological father doesn't want the baby. I am getting married before the baby is born. My fianc wants to be the baby's father. If my husband is on the birth certificate, can the biological father change his mind and decide to file for a paternity test at some point?

Unfortunately, the biological father can ask for a paternity test. In order to give up any parental rights the biological father has, he must file a "Voluntary Relinquishment of Parental Rights". One cannot 'verbally' give up their parental rights. They must do so with the formality which the law requires.
