process of signing over parental rights

My son is 15 years oid and has not seen his father since he was 6.My husband has been the only father he knowsfor over9 years.How do I go about getting him to sign overhi rights?And what do I need to do it?

What you are describing is an intent to terminate the parental rights of the father as a prelude to your husband filing for a step parent adoption. In order to make this as easy as possible this would involve the father voluntarily reliquishing his parental rights. If he does not this would involve a Petition to Involuntarily terminate his parental rights more difficult and costly.
