In Pennsylvania, if no payments have been made on a support order for 30 days, you can obtain a certification of arrearages from the Domestic Relations Office of the County from which your Support Order was issued. This is then filed, according to the local rules of each county, with a Praecipe for a judgment. This judgment can then be enforced like any other judgment, including obtaining a lien on real property. It is also subject to the rules of all judgments, including those relating to forcing a sale, and those requiring that the judgment be revived periodically.

It would be advisable for you to obtain local counsel, or you can contact the Domestic Relations Division of the Court in the County of your Support Order for direction as to how to proceed.

You need to contact a PA attorney who knows the lien law of that state. However, if your divorce was in GA, you can file for contempt against him here.
