Legal Question in Family Law in Pennsylvania

Hi, I have a question I really need help with. My brother signed a paper terminating his parental rights because he was in jail for custody and was talked into signing the paper. He made a big mistake and wants to be able to see his daughter, I was wondering if there is a way to get his rights reinstated somehow in Pennsylvania. If there is a way how would he go about doing it i.e. what papers should he file, etc.?

Well, if he did sign a voluntary termination of parental rights then there should have been an adoption as well.

Without more information it would be impossible to say whether or not he can revoke the termination.
