Relinquishing parental rights due to adoption and child support

my husband signed off on his parental rights 6 years as he was told by the birth mother that his daughter was being adopted by her new husband. the birth mother has filed for child support in Berks County and my husband tells me he found out a few years ago that the adoption of his child was never completed. If this is the case, does the document he signed relinquising his rights still stand or will he required to pay child support since he is the father of record?

No it doesn't. For that document to be effective there has to be a hearing to relinquish his parental rights. Generally, this hearing is held right before the adoption hearing.
