which state to file in, and which state's laws has juristiction

Even though you were married in New Jersey, since you have lived in Pennsylvania for the past 6 years you are likely considered a citizen of Pennsylvania and can file there. If your husband still lives in New Jersey, you will have to serve your husband in New Jersey.
