if i have a restraining order on my children's father for abusing me and i moved to another state is it considered kidnapping if he isn't on the birth certificate?

A PFA doesn't terminate his parental rights. Whether he is on the birth certificate does not mean anything. Is he paying support or is there a custody order? If so you had to petition the court to allow you to move. You should have a lawyer review the situation.

Yoiu can't kidnap your own children. If anything it's custodial interference and then it might not be that. Again more information is needed to know for sure.
