Are there rules for state family court? Are they different in every state? Is there a federal law that controls the family court rules?

While there are some federal rules to help, the States and Counties control implementation of rules for local family courts. And yes, the rules differ from state to state

Yes there are rules. Pennsylvania the starts at Rule 1910.1 in the rules of civil procedures. Yes they are different though not drastically different. No the feds stay out of family law as much as they can.
