Legal Question in Family Law in Pennsylvania

My situation is confusing. I have a PFA on my husband and the PFA gave me custody of my stepson who is 5 and my biological son who is 1. My stepsons mother hasnt seen him in 2 years and I was wondering if I would be able to take her to have her rights terminated. Another question I have is how long do I have to wait before I can file to have their fathers rights terminated since I have a PFA. It has almost been 9 months since he has seen the children and in the PFA it says he can have supervised visits if he completes certain classes and he hasnt done it. The PFA went into effect in October of 2010.

Sorry but you can not terminate anybody's parental rights absent someone adopting the children.
