my son girlfriend just had a baby he is 3 months old she lived with us for 10 months here in pa shes 17 my son is 19 he is the main prvider for the baby all suddon she pick up and moved back to oregon but left the baby with my son can she file for custody there in oregon and what should my son do he wants the baby here with him neither one has custody

Your son needs to file the case in Pennsylvania. Since the child hasn't been in Oregon ever let alone 6 months Pennsylvania has jurisdiction over the custody case.
