Legal Question in Family Law in Pennsylvania
my son passed away in 2014. he was paying mortgage on his home. when he died he had no beneficiary, no ins., no executer to leave house to. can they hold myself or my daughter liable for the property when our names were no where on his mortgage papers.

Wrong!
Under the law he had at least 1 heir, YOU. That said you get the house but are NOT responsible for mortgage. The house is responsible. The house will have to be sold to pay the mortgage, If it nets enough to cover the mortgage then that's it. If it doesn't the bank eats the short fall. That is you are not going to have to pay anything,
