Legal Question in Family Law in Pennsylvania

My son is almost 13yrs old, his father and I were never married. We have been sharing custody for the past 8 yrs w/o court papers. For about 6 of those years he saw our son on a schedule of 2 days during during the week every other week and every other weekend. He put an end to that b/c he could no longer do that b/c of his work schedule. So for the past two years there has been no schedule he saw him when he could. He would always call last minute and ask for him the next day. Which I did for awhile b/c if I didn't my son wouldn't see him for at least two more weeks. But finally I said we need to make a schedule again my job schedule changed and there was too much conflict w/ last minute arrangements. But now he says he could get him every other weekend b/c even if he is working he could stay with his stepmom. My question is do I have to let my son go to his father's house if his father will not be there with him?

Why not get a custody order? That way there is a court enforceable schedule.
