spouse says she wants to seperate/divorce and wants her name off of house deed and vehicle is a notarized declaration of this legally binding?

Maybe. It sort of depends on what the document says not that its notarized. Given that the cost of not doing it right far exceeds the cost of getting a lawyer to protect you. My advice is to get a lawyer to at least review the document ideally you'll need him to get the divorce done.
