spouses making medical decisons for spouse

my mother-in -law is ill, not terminal she is 90+ & suffering from old age. She has not been legally declared incompeent, does her husband have the right to make her med decisions for her?

If your motherin law is competant and exercises a health care power of attorney naming your husband as power of attorney for health decisions he would have the ability to make decisions
