in the state of Penna, parents that are divorced with two adoptive children, and share custody, and the mother receives $1400 from the state because the two kids were foster children, can the father be entitled to half of that too since he shares custody and equal time...

Maybe however it's more likely that $1400 will be figured in to the child support calculation.
