My step son is 7 years old I have been raising him since birth. HIs bio mom has had no contact for 5 years now! also no support! could i adopt him?

Yes, you could adopt, as long as you are still married to the father and the father consents. The mothers parental rights would need to be terminated, which can be done through consent or involuntarily. Her not seeing the child for five years would be grounds to have her rights involuntarily terminated.
