termination of parental rights & adoption

if children are taken from parents under involuntary termination of parental rights, can other relatives adopt the children?

Yes. Especially if the children were placed with those relatives. Be aware that Children & Youth will want to investigate any proposed adoptive parents whether they are relatives or not.
