Termination of parental rights

I have had custody of my grandaughter for 3 years. I understand there is a new law that states if the parent hasn't made attempt to get child back in 18 months the parents rights are terminated. Could you tell me when this law was passed

I am not aware of any law which provides that a parent's rights are automatically terminated if they do not attempt to regain custody of a chidl for more than 18 months. There are laws that govern the termination of a parent's rights, in some circumstances, after as little as 6 months. However, generally, a hearing is required.
