I do not understand the question. Are we talking about a juvenile that has been placed in foster care? Usually, consent has to be given for the child to gete treated. If the child was placed by court order, the order would include some consent or it would give the fostger parent/guardian the right to consent. If the child is in the custody of Children & Youth Services, then they would give the consent.

What rights are you talking about? Guardians don't have rights. They have powers - they exercise control over the minor or incapacitated person and/or their property. Control of the minor or incompetent includes the right to consent to medical or therapeutic treatment if it is warranted.
